No datasheet names the driver IC or its maker: the sheets are Xinglight letterhead documents titled with the SKU only, so this protocol is defined by the figures the sheets print (supply, per-channel current, timing table, pin set), not by a known die.
The “RGBW” 408/504 variants (C53153009, C53153007) carry the same four-pin table, the same 24-bit GRB note and the same timing as the RGB ones; the sheet does not say what the “W” is, so they are recorded as 3-channel with the name caveat.
Refresh & flicker
VIH 0.7 VDD, VIL 0.3 VDD, Lol1 12 mA; viewing angle 35 degrees (408 and 504 sheets).

Clones & compatibility
“Compatible” is never stated bare here — each relationship carries how strong the claim is, and what bites if you assume too much.

WS2812B
The sheet is titled WS2812B and its table (0.4 / 0.85 / 0.8 / 0.45 us, 1.25 us bit) is the WorldSemi WS2812B figure set; the reset is shorter (50 us, the old WS2812B sheet value, against 280 us in the current WorldSemi sheet). source ↗
Library support
Not checked against any library. The sheets state a 24-bit (32-bit for IC-01W) frame sent high bit first at 800 kbps.

Dating evidence
Evidence, not a release date. A library commit proves the part existed by that date and says nothing about how long before.
