Datasheets disagree with themselves on pin order: the table is 1 VDD, 2 DI, 3 DO, 4 GND but the labelled drawing places DOUT and VDD on the top edge and GND and DIN on the bottom edge, so neither a clockwise nor a counter-clockwise walk from VDD gives the table numbers.

Outline and pin positions checked against the manufacturer datasheet (C51900947 XL-3535UWC-WS2812B p10 (outline, solder pattern, labelled diagram)). Pin table 1 VDD, 2 DI, 3 DO, 4 GND; the labelled diagram has DOUT top-left, VDD top-right, GND bottom-left, DIN bottom-right, which is not a ring from VDD. Pads are placed by the labels. Pad widths are read from the drawing (an asymmetric 3535 pattern, long pads top-right and bottom-left); the sheet shows no cut corner or pin-1 mark. What this means.

Dating evidence

Nobody announces these parts, so this records what we can actually cite rather than a release date. Library support proves only that the part existed by that date.
